Job Title: Sr. Manager, Test Development
Reports to: Senior Manager
Description:
The Senior Manager of Test Development manages PSI's team of Test Development Specialists, and is responsible for the design, development and maintenance of examinations for Licensure and Certification programs. This position will be located in the PSI Services LLC corporate offices located in Burbank, CA. and reports to the Vice President, Chief Science Officer. This is a working manager role with individual project responsibility and requires strong management skills combined with advanced psychometric expertise and proven consulting skills.
Key functions of this position include:
- Managing the Test Development team in the design, construction, validation and maintenance of licensure and certification tests.
- Developing test development project plans and proposals
- Managing and conducting own test development projects, including job/practice surveys, exam specifications, item development, and standard setting for written and performance exams.
- Facilitating exam development workshops, committee meetings, and training sessions, which includes travel.
- Directing and conducting statistical analyses of test items and examinations (e.g., item calibration, form assembly, equating, scaling and psychometric monitoring).
- Advising and consulting with staff and clients regarding psychometric and test development methods and best practices.
- Interfacing with Content Management and Operations teams for the implementation and management of examinations.
- Ensuring high quality in examinations and practices that comply with professional standards and legal guidelines.
- Representing PSI in professional forums and conferences; presenting research and participating in the professional testing community.
- Writing technical reports and documentation; and generating management reports.
- Ph.D. strongly preferred, with concentration in measurement, industrial/organizational psychology, statistics, or other quantitative measurement-related field.
- At least 7-10 years experience in test development, including at least 2 years in Licensure/Certification testing.
- Experience in managing a team of professional staff.
- Travel to meetings and conferences
- Expertise measurement principles, test construction, test validation, and psychometric methods (CTT and IRT) applied to licensure and certification testing.
- Skill in using statistical software (e.g., SAS or SPSS, item analysis, IRT software).
- Excellent oral communication skills are needed to make client presentations, facilitate committee meetings, and participate in professional organizations.
- Advanced writing skills are needed for technical reports and correspondence with clients, professional testing organizations, and project proposals.
- Management skills are required to lead a team of professional staff to meet project timelines and budgets, while maintaining quality.
- Skill in MS Office software (Excel, Word, Powerpoint)
